The opposing captain gives consent for the replacement of the injured fielder. Since the injured fielder is from the opposing team, it is the opposing captain's responsibility to allow a replacement player to take the injured player's place on the field. The umpires may also be involved in the decision-making process, but ultimately it is the opposing captain who has the authority to give consent for the replacement.
